Alright, Im not quite sure if ive figured this out completely but do you just have to wait for your junkies to come out of training or can you do something to speed up the process...

As a general rule, each junkie needs 50 tokens before she starts earning you money. So you can buy 51 junkies, and only the first one has started working so far. The rest will follow upon more tokens being spent. You need to have enough drugs to feed each junkie otherwise they will go back into training, so make sure you pay attention to your coat!
