Ok i live in london and i have to share a bin and if the bins are not shut we are going to get a £7000 ($14000) fine :O

I didn't watch it because my internet is running like shit, but how the fuck are whichever borough council that is introducing that going to produce substantial evidence for 'a bin lid being left open' by the actual tenant in court if you refuse to pay and it does, infact, go that far!? It sounds like an idle threat, and doesn't seem they'll be able to do much if the tenant refuses to pay. There was a similar case around here a while ago actually...
