so it says I've got my theft all the way down to 85% and it says each vest will cost $865 is any one else getting this problem?..

It always does that.

Think if it as you acutally having your theft at 84.6 and it's been rounded up. You need more theft credits to get it to 85%.

Its not a problem, you just never calculated your theft correctly.

now ive spent tokens on junkies no creds the theft is at 86% but $850 per vest WTF

There's a hidden decimal place in v2... this also affects junky/vest etc payouts in A games when making creds.
