Well its more like this;

On the internet we have nice people like tim, and we have mean people like me. Tim probably does not have a botnet as he is a very respectable kind of guy. Me on the internet however I hang out in a channel with a bunch of norwegian hackers and have 24/7 access to a botnet big enough to ddos just about any server/person I could think of and they let me without even asking. Just certain information doesn't need to be seen by everyone as it can be used to do damage in ways you don't even think about.
