People who do not have the mental awareness and acuity to make a split second decision to NOT swerve to avoid hitting an animal, risking you losing control of your car, (should be second nature not to anyway) should not be behind a wheel, ever; it's worse that he still did that in a city area where there are pedestrians. If it were up to me he would never have a license again.
