We thought about a questionnaire when it came to signing up for the games a while ago. Just to make sure you read the ToC. There were multiple problems that came along with it, and there's a great chance that it wouldn't solve any of the problems it set out to solve.

Doing something like this for the forum would come to the same result. You'd get a bunch of people that'd read or study just hard enough to answer the questions correctly, and then drop back to retard level the minute they got into the section of the forum that they needed.
