I have someone wanting a site like this.. ftp://ftp.ncbi.nih.gov/ and have no idea.
Naturally when I did a search on ftp I got a billion hits about how to ftp files and what programs to use. All of which didn't tell me anything about how to make an ftp:// as opposed to an http://
Dreamweaver help and my host's CP help are similarly less helpful than the name would imply. Would anyone in here know about this to point me in the right direction please?

I'm pretty sure you can pull that off if you allow anonymous ftp access. If there's a better way to do it, I don't remember it.

Yeah an FTP site is as simple as setting up where the files are and how to get to them remotely..What you are seeing in IE or Firefox is how the browser represents FTP sites..It used to be you had to get them with an FTP client but now most browser will handle FTP with a GUI interface.

Am I right in understanding it's something the client needs to host himself? That his computer needs to be the server?

Not necessarily but it can be..my company uses one of our servers as an FTP but they also be stored on your webhost.. However they usually have bandwidth restrictions,

FTP is a protocol, file transfer protocol.
If you have a web host, they will give you ftp access. Using your browser to get there is not a good way to go about it really but it can be done.
If you dont have a webhost you need to install an ftp server like guildftpd (for windows) it is free and good.
If you have a webhost just login and look for ftp access or something and you can probably set up a login and password and directory.

assuming he most likely only wants a directory listing, i'd recommend a php script like this (http://www.evoluted.net/community/code/directorylisting.php) for instance that does the job for you. click here (http://evoluted.net/stuff/) to see the script in action. alternatively, you could turn directory listing on in the server settings which however might affect the security of the site. i really don't see the need for a public ftp in this case unless he wants users to upload their crap.
