I play express all the time and its a smarter idea to run around with 100 turns if you start late, no different than someone building from cycle 0 and who buys turns. I like to do a little research also if i start late that way i can atleast buy warriors to run around with my 100 turns ROFL

As far as I can tell rules are made up from day to day and are enforced at the whim of whoever made the rule up - generally rules seems to be made in order to ensure things go the way of the person enforcing it...
